Sounds like your accelerator pump is not working.
A rebuild kit is likely not much more than a manual conversion cable.

Yikes !! :shock: Sure glad he wasn't seriously hurt, that could have been waaaay tragic. Not to make excuses for them, but my guess is that the power company subcontracted that work be done and a sub-contractor did that. Generally, the power company would know better.
