Many Manatee County boating activists have called it "excessive," and there's hardly a more fitting word.
The problem, according to Bill O'Shea, the Coastal Programs Manager for the county's Conservation Lands Management Department, is the sheriff's office and the Florida Fish and Wildlife Conservation Commission has reported many near boating accidents in a 1.5-mile downtown section of the Manatee River.

...The amendment, O'Shea said, stemmed from complaints of excessive airboat noise in the Evers Reservoir and Terra Ceia areas. Now it's turned into a broad attack on local boaters, many of whom complain it's hard enough dealing with rising gas prices.
O'Shea has made it clear this amendment has nothing to do with manatee protection.
So, we're forced to focus on boating speeds. We all should understand a kayaker's frustration when he or she is "waked out" by a speeding powerboat...
