Fuel Pumps / fuel pressures / AV 0-540?

Trying to help a friend out who is trying to resurrect an angle valve 0-540 that has been sitting unfired for 7 - 8 years. It turns over easily by pulling on the prop.

There is a manual fuel pump on the engine that appears to be an AC / Ford vintage of some kind with the actuator rod chopped down. There is wear apparent on one side of the actuator arm at the point where it was chopped down,

Is the manual pump redundant to an inline electrical? Also, is 5 - 9 psi the correct fuel pressure for this engine?

Im assuming its a carb engine.............theres 2 diff size needle and seat's
more than likely yours is a low pressure...5 to 7 lb will work........
