per lycoming service bulletin 369J, 0-290 D2 rated continuous RPM is 2600, with a maximum 5-minute rating of 2800 RPM.
My previous boat was a 10 ft thurman full deck (single seat of course), with 3/8 polymer, and a narrow 68" sensinich wood prop (I believe 68x32 or 34). The boat ran land with the exception of the stickiest mud, but ran the skinny fast enough to leave most anyone behind. The boat would turn the prop 2750, but my power band seemed to be in the 2600-2650 range. All on pump gas, it never liked 100LL. Hope this helps. Oh and my lyc. was an 0-290D, with 6.5:1 compression and about 52 years old.
