No rudder steering under full power help

I have like a teleflex cable steering on boat (got it this way) and it mounts to the bottom front corner of the rudder on a small tab. Will also add that I have front stick steering that connects to the driver seat stick.

I noticed that under idle or partial power I can turn full in either direction but at wot I can only move rudders like 1/8th turn maybe

Had someone stand behind boat and they can keep the rudder from turning with 1 finger while I push on the stick as hard as I can
 
How hard is to steer with no power on it? Could be cable, maybe the way it's set up. Pictures are worth a thousand words. Also if you fill out your profile to include area you live , you might have someone close who can help you.
 
Steers without any resistance. I did end up pulling the metal sleeve off cable end and the inner cable is pretty small. Still would think it'd take more pressure for it to flex and bind but I guess that could be it
 
Is this a new problem or did you just get this rigging ?

It may be a geometry issue

I have fun boats that were built wrong and at WFO it took everything I had to keep rudders straight or to make a turn.
 
I got the boat this way and I guess just never really noticed that I can't swing the rudders at wot when I got hung up. It turns great at idle and at wot when running doenst take much rudder movement to turn sharp so why I didn't notice. Everything moves free and easy but even with engine off it only takes a pinky finger agasint the rudder to keep me from turning them and my steer stick has prolly 4ft of leverage.

Should the cable be mounted at the front corner of rudder? Pivot point is around 3-4" behind that
