Have you tried any of the mild acids? Like star brites spray on rust remover I know your talking about oxidation not rust here but it may work. Theres also stuff for the house like CLR and rust aid.. most are mild acids and will remove anything off the surface. I sprayed the whole inside of my hull with star brite rust remover after the boat was finished due to rust spots all over from fabrication and it left my hull extremely shiny after I washed it out. A neighbor who used to build high dollar race cars said they cleaned up their frames with a regular mild acid I can find out what kind tonight.
If the oxidation is deep you may have to go deepsea's route. Lots of metal polishes out there. A buffer should speed things up but its still a long process.
Go to NAPA and ask them for some Alumabrite, it comes in a 1 gal. jug. Then get a 2 gal pump sprayer from Home Depot...GO 20. Mix it thin with water and spray it on. DO NOT LET IT DRY. Make sure to rinse it very good. You may have to brush it alittle. Also make sure when you do this you have on old clothes. I do my airboat after I run it alot in the Gulf. Saltwater turns the hull black.
the acid wash is available at most truck shops, also, most automotive detailers will have it," alumibrite" comes to mind as the brand name. try truckpro or any kenworth, peterbuilt parts house ect.
starbrite is boat soap company so anywhere that sells marine products. Nice thing about it is its milder then some of the other acids. Its good on fiberglass, gelcoats and most painted surfaces. Just spray it on and wash it off after about 2 minutes. Some areas you might have to hit with a brush but it works pretty good.
the starbrite suds up a bit when you rinse it but not much. It really doesn't take much water to dilute enough to not do damage. here is a pretty comprehensive explanation of anodizing
most likely nothing on your hull is anodized if you didn't ask for it and pay for it. Some parts you get can be anodized like your flag holder, throttle pedal stuff like that.
