Rudders and golf balls

Rudders and golf balls. A good looking little boat just popped up on classified
and the rudders look to be made of aluminum tread plate. First thought was
that it would cause excess friction in the air flow over the rudders, Then I
thought about golf balls, and their dimples. They say it makes them fly
faster and farther. What do you think ? Looks cool anyway!
 
It just could be theres something to this. Aircraft wings use what they call a stall fence to maintiain effectiveness at a lower speed. Some speedboats use a rough finish on the bottom for higher speed.

Cessna has longitudnal ribbs on their rudders.

I'd almost bet there might be a small improvement with them.
