thrust vectoring

I am sussing out the use of a 30" drone prop and motor generating 20kg thrust on a zodiac of total weight ~100kg, for thrust:weight ratio of ~0.2 which is apparently enough to push the thing around. My question is (inter alia) abt steering, can I just rotate the axis of the prop ('thrust vector' or osprey style) or do i need to keep the prop fixed and rudder the air coming out of it - I think maybe if i just turn the prop the craft will slide left or right and not do a proper turn :texas:
 
I remember seeing some kits available to mount small engines and props on jon boats and they steered by rotating the entire assembly
 
The early shallow water jon boat conversions were made by a company called "AIRBOY." They used a small singe cylinder engine apx. 5hp and a small wood prop. The entire engine, cage and prop turned to direct the thrust and it did not use a rudder.
