Won’t rev past 3000 rpm

Hey first post here I got this boat a while back and it’s a complete stock ls2 6.0. I put a Holley marine 750 carb on it. Don’t know much about tuning but was able to find some helpful YouTube videos. Since I’ve had the boat I also put in all new gauges I got from classic. This weekend was the hardest I was pushing it and it wouldn’t run over 3000-3200 rpm. Had a hard time getting off a sand bar on the river. Don’t know what’s wrong with it but was hoping to get some help from y’all. Also if you know anyone who can tune this carb and engine in the southern Oklahoma/north Texas area please let me know. Is there a gearbox between the prop and engine, or is it direct drive with a prop adapter bolted to the crank?
 
Take a photo of where the prop is pitch and what size / blade count / what prop,

Take some pitch out and the prop will spin faster. A little will make a big change
 
If you run an MSD box make sure it is set up correctly and firing on all eight cylinders.
Make sure the throttle linkage is allowing the secondaries to open all the way.
If it's a precision then its' mostly likely a 2:1 or 2.37:1 ratio a big prop with a lot of pitch will be hard to turn.
would help to know ration/ blade type and size like mentioned above

My 6.0 with a cam and 750 custom carb, turned a 81.5" 3 blade R between pitch mark 2-3with a 2.55 ratio motor turned 5400 to give you an idea
