To be honest, every cerminil cylinder I have gone to overhaul that were first pulloffs were worn to the steel barrel on most up in the choke with a heavy ring ridge, I prefer channel chrome cylinders personally.

Get a straightedge and find the rock in the bottom, fair it till it's dead flat from transom edge forward.

I put cones inside mufflers on Geralds screamin eagle, I build them from perforated stainless, and make them longer than store bought units, can insert them into 3' tube of any length needed.

I did both in direct overhead sunlight, rivet holes were off each side a good 1/2" when cold, a full inch up front, so it was too hot in my book, I think I will avoid poly anymore, too much to do with it for the money.

No ripple effect at all, it sucked the bottom up so tight that the bulkhead top rail had an 1/8" crown at center on 1, the other I had to put .100" shims under the sheet metal truss style bulkhead. Finally got it to break free on top end, they were never run without poly.

If you have access to a lathe or a good machinist, have an aluminum plug turned to peen into the port once pulling out the steel barb, do the same with the vacuum advance port with a 3/16 rivet, no more rubber caps needed.

Upstack? As stated above, set idle up a bit, set idle mixture screws till each equally lean out and it starts to stall, open each back up 1/4 Turn or till it just starts to lope, back idle down to 600-50 rpm.

If battery and cables check out fine, if you have the nippondenso starter the brushes are likely stuck. If the starter motor is turning but no action to spin the prop, the one way clutch is bad.
