I run mine around 450 to 500 rpm at idle. 600 is fine but it does push the boat at that speed. The tachometer will jump around a little if it is worn out, so, it is not normal. I have a new tach on my boat and it is rock steady. Nothing wrong with one bouncing around a little if you can't afford a new one.

I bought a new tach fo my 220. It had some grease in the housing when I bought it. When I started the engine, the tach would jump up and down about 400 rpms. I really packed some grease in the cable housing, and it stopped the tach from jumping. My 220 will idle at 200 - 250 rpms. Has a nice lope to it at that speed.

Really should set the idle up to about 700 RPM anything less will cause the impulse to engage constantly, which will wear it out over time.

600 rpm idle seems the best .

If you don't have time to do it right the first time ,
Where are you going to get the time to do it a second time?
