Kind of odd ring arrangement (I think)

While looking at the jug assemblies that came off my PE90 I noticed the top ring had two little divots drilled on the top side of the ring: Does that indicate oversize?
Also and this is what really struck me as odd the top ring was iron and the second ring was chrome....and I believe the oil control ring was also chrome. I'm not going to re-use them (see my post asking where to buy) just a curiosity.
While we're at it I think one of the pistons I was planning on using has a 5 stamped on the crown: I knew there are .015 over, but wasn't aware of .005 or is that just Rings?
I've got to get a ready to run jug together to replace one blowing oil.

The dot's in the ring is to let the installer
Know which way to install, dot's go up
Rings have a taper believe it or not.
And would be less efficient to say the
Least, if were installed upside down!

Thanks, I remembered from Tech school the taper and a few other things, and the ring with two dots was "up" but as I started thinking......well, you know what happens.
