Don't know about the hull, but the poly job is junk for sure. The first giveaway is bolted poly on a riveted hull. Rivet the poly on too, every 5-6 inches in the middle and every 2-2-1/4" along the seams. Strip the poly off, cover all the holes with 100 mph Flextape and take her for a spin.

The poly job appears to be your primary issue. It looks like it was put on in the winter, maybe inside an air-conditioned building?? Poly expands something like 10X more than Aluminum for every degree rise in temp. When you put it on in the baking sun it is as large as it is going to get...
