one good way to do it if you want a good quality paint job is to strip it down with aircraft paint stripper and to get best bang for your buck the stripper at discount works good, the trick to it is to spray stripper on motor and then cover with plastic bag to trap the vapor as its an important role in how the stripper works, then go to your local ppg paint dealer, get a gallon on dx 330 and dx 440 use the 440 first and 330 last this removes all wax and grease, as stripper or brake kleen etc is petrolum based.... then apply a coat of ppg primer epx 901 then cover with either ppg evoluation single stage paint or go with ppg base coat clear coat,,,, and you will have a finish that last for yrs..... of just spray bomb it like most do and have a chalty engine again in approx 1 yr
 
Easy off oven cleaner worked well for me. Took a few applications but I was cautious, good luck.
